Social Services can apply to the Court for an Emergency Protection Order if they feel a child is experiencing emotional, physical or sexual abuse, or is in imminent danger of coming to significant harm. Emergency Protection Orders are only short term and they are used either to remove the child from the situation or to detain a child in a place of safety. Whilst you can oppose such an Order it is usual that they pre-empt an Application for an Interim Car Order/Care Order.
